The rule across Abu Dhabi
Abu Dhabi prohibits pets in public places including beaches, and unlike most UAE beach rules this one is codified rather than merely reported. Abu Dhabi City Municipality states the regulations "stipulate the prohibition of bringing pets into public places, such as enclosed parks and beaches, shopping centres and enclosed facilities", citing Chairman's Decision No. 4 of 2018 under the Executive Regulations of Law No. 2 of 2012 on the Control of Animals. The same statement carves out an exception that is narrow and worth knowing: pets are permitted on "some jogging tracks adjacent to public facilities such as beaches and parks" - beside the beach, not on it. Administrative Decision 23/2025, announced 25 December 2025, amended this instrument to let licensed hotels and restaurants admit companion animals, and amended nothing about beaches, so the beach prohibition stands. Exactly one Abu Dhabi beach is affirmatively named dog-friendly by its own operator: Hudayriyat Public Beach. The municipality's own provision for dog owners is Al Khubeirah Dog Park, not a beach. Note that this official text is published only in Arabic; no English-language government page states it.

Abu Dhabi's flagship beach, and dogs are prohibited on it under emirate law. The promenade running alongside it is a different place in the authority's own taxonomy, and is where dogs are actually walked.
Al Bateen Public Beach
Abu Dhabi's second-largest beach, and dogs are prohibited under emirate law. The widely repeated claim that dogs are tolerated at the far end early in the morning traces to one anonymous 2013 post and a page its publisher has since deleted.

What applies at any Abu Dhabi beach
Three rules hold wherever you take a dog in the UAE, whatever an individual beach permits.
Breed restrictions are federal. Under Federal Law No. 22 of 2016 several breeds are classed as dangerous animals nationwide, including pit bull types, Rottweilers, Doberman Pinschers and Boxers. No individual beach in Abu Dhabi can waive that, and a beach describing itself as dog-friendly is not making a statement about your breed.
Assume a leash. Where we cannot confirm a beach’s own rule, the safe default is a lead, and it is what every unconfirmed page on this site tells you to do. A confirmed off-leash beach is the exception rather than the norm.
The season decides more than the beach does. The UAE beach season runs October to April. Outside it, sunrise or after sunset only, and the sand is the hazard rather than the air — press the back of your hand to it for five seconds before letting a dog walk on it.

Are dogs allowed on beaches in Abu Dhabi?
We document 17 beaches in Abu Dhabi. Dogs are permitted at 14 of them and banned outright at 3, where the restriction is set at emirate level and cannot be waived by staff on the day. Each beach page states which applies and what that rests on.
Which Abu Dhabi beaches let dogs swim?
2 beaches in Abu Dhabi have a confirmed report that dogs may enter the water, out of 17 documented. Allowing dogs on the sand and allowing them in the sea are separate permissions, so we never infer one from the other.
Do dogs need to be on a leash at Abu Dhabi beaches?
Assume yes. No Abu Dhabi beach we document has a confirmed off-leash report, and Dubai requires a collar and leash in any public place under Article (80) of Local Order No. (11) of 2003. Several guides list off-leash beaches we cannot substantiate, so we publish only the count we can stand behind.

Yes — 7 beaches in Abu Dhabi have confirmed free entry, out of 17 documented. Paid beaches here are generally resort or private stretches that charge per dog as well as per person; where an operator has stated a fee, it is on that beach's page.

We document 17 beaches in Abu Dhabi — that is the number relevant to dog owners, counted from our own sourced corpus, not a register of every stretch of sand in the emirate. Abu Dhabi in particular has large public beaches where dogs are prohibited by emirate rule, and those appear here precisely so the "no" is on record rather than left as a surprise at the gate.

The rest are gated, resort or private stretches — several charge per dog as well as per person, and one charges AED 75 for the dog alone, so "beach" and "free" do not travel together in this emirate.
