Officially designated, or merely tolerated
These are two different claims, and this site keeps them separate rather than collapsing both into “dog-friendly.” Officially designated means a government or tourism authority has named a specific beach as pet-friendly. Tolerated means dog owners visit without documented trouble, but no such source confirms it.
What the official sources actually say
Ras Al Khaimah is the clearest case: its official tourism authority publishes a pet-friendly register, and its public-beach section names exactly two entries — Al Jazeerah Beach and Flamingo Beach (leash required). Everything else on RAK’s coast that dog owners visit sits outside that official list.
Abu Dhabi is the opposite case, and worth stating plainly: its official pets resource lists parks, vets, hotels and shelters, and no beaches at all. Beaches presented elsewhere as Abu Dhabi dog beaches are tolerated in practice, not officially designated — we label them that way rather than implying government permission that we could not find.
Dubai has required dogs to be leashed in public areas, explicitly including beaches, since June 2017. A specific, short list of beaches — Dubai Islands Beach, Palm West Beach, Pointe Beach, Jebel Ali Dog Beach — are where owners actually go; most ordinary public swimming beaches in the emirate do not permit dogs.
