No — dogs are not permitted on the sand at Kite Beach in Dubai. It is a public swimming beach, and Dubai admits dogs at one designated beach only.
Worth knowing before you drive: Two other UAE beaches are also called Kite Beach, and one of them is the most dog-friendly beach in the country. Searching the name alone mixes all three.
Why the answer is no
Kite Beach is one of Dubai’s busiest public swimming beaches, on the Jumeirah stretch. Dubai law prohibits bringing dogs onto beaches at all, and this is codified rather than reported. Article (80) of Local Order No. (11) of 2003 Concerning Public Health and Community Safety states: "It is prohibited to bring dogs into beaches and public parks. Dogs must also be on a collar and leash when walked in any Public Place." The order was issued on 19 October 2003 and we have confirmed it is still in force. That is stricter than the leash-only rule most guides describe, including the one this site published until 29 August 2026.
Kite Beach is not that exception. The designated one is Dubai Islands Beach, on the other side of the creek — and it is the only beach in the emirate where dogs may go in the water.
What we have not confirmed
The open question: Does Dubai Municipality name Kite Beach specifically, and what does the signage at the entrance actually say?
The venue’s own Facebook page now states plainly that pets are not allowed, which is the operator speaking — but it is a social-media post, not the gate. We still have no photograph of the signage and no municipality statement naming this beach specifically, so the formal rest of the argument remains the emirate-wide rule applied to a beach that is not on its exception list. Per the official Visit Dubai listing, the recommended route is InsuranceMarket Metro Station on the Red Line, then bus 81 from the InsuranceMarket stop to the beach; the closest stops to Kite Beach are Manara and Enoc 1 and 2, with routes 8, 88 and X28 also serving the area. The prohibition is about the sand and the water. Kite Beach’s promenade and the walking path behind it are public space, where the ordinary Dubai rule applies: a dog on a lead is fine, off the lead is not, anywhere in the emirate. Kite Beach, Umm Al Quwain is the one worth the drive — off-leash, dogs may swim, AED 75 per dog plus AED 75 per adult on weekdays (AED 100 at weekends), and dogs are not admitted on ladies’ days, Thursday and Friday. Kite Beach, Abu Dhabi tolerates dogs on a lead and permits swimming. Neither has any connection to this one beyond the name. All three compared.
