Kite Beach is one of Dubai’s busiest public swimming beaches, on the Jumeirah stretch. Off-leash walking has been illegal in Dubai since June 2017, in public areas including parks and beaches. Most public swimming beaches do not admit dogs at all. Dubai Islands Beach is the single designated exception where dogs may swim.
Kite Beach is not that exception. The designated one is Dubai Islands Beach, on the other side of the creek — and it is the only beach in the emirate where dogs may go in the water.

The prohibition is about the sand and the water. Kite Beach’s promenade and the walking path behind it are public space, where the ordinary Dubai rule applies: a dog on a lead is fine, off the lead is not, anywhere in the emirate.
