Designation is a separate axis from the leash rule: 7 of 40 beaches are officially designated for dogs, 20 are tolerated rather than invited, and 4 carry an unverified status, meaning even that broader designation has not been independently confirmed yet.

What is the difference between a designated and a tolerated dog beach?

At a designated beach, an operator or municipality has said dogs belong there and rules are posted on site. At a tolerated beach, dogs are accepted but never formally invited — local tolerance is what keeps it accessible, it can end without notice, and there is nobody to appeal to when it does. Designation is also what makes an off-leash rule publishable: it is the only category where somebody has stated a rule you can point to.

Is it legal to let a dog off the lead in Dubai?

Not in public areas. Dogs must be on a collar and leash in any public place in Dubai under Article (80) of Dubai's Local Order No. (11) of 2003, which requires a collar and leash in any public place and prohibits bringing dogs onto beaches and into public parks. No published beach exemption has been located. A beach appearing on this list is one where an operator or municipality has stated otherwise for that specific site.

Why is this list shorter than other UAE dog beach guides?

Because a beach only appears here when the off-leash permission itself is confirmed, rather than inferred from dogs being allowed at all. Those are two different permissions and the second does not follow from the first. Where we cannot confirm it, the beach is left off and marked open on its own page.

What should I assume at a beach that is not on this list?

Assume a leash is required. That is the safe default everywhere in the UAE, it is what every beach page on this site tells you to do where the rule is unconfirmed, and it is the rule in Dubai's public areas regardless.
