The three consequences nobody writes down
An off-leash beach is not off-leash for a restricted breed
The off-leash benefit is unavailable. A restricted breed must stay muzzled and on a leash of about 2 metres regardless of the beach's own policy. Federal rules are not waived by a beach operator's signage. This means the headline reason to visit an off-leash beach does not apply to these breeds. Nobody tells owners this before they drive there.
A muzzled dog must not swim
A muzzled dog cannot swim safely. Muzzles restrict the mouth opening needed to pant and to breathe under exertion, and a dog that tires in water while muzzled is at serious risk. That makes 12 swim-permitted beaches effectively closed to a muzzled dog.
Strict leash-only beaches are the best option
Closest to full access. The beach already requires what the law requires, so the only additional obligation is the muzzle. Counterintuitive and worth saying plainly: for a Rottweiler owner, a strict leash-only beach is the best option, not the worst.

How many UAE beaches are genuinely off-leash?
2 — Moana Island, Kite Beach Umm Al Quwain. None of that off-leash freedom applies to a restricted breed, which must stay muzzled and on a short leash there regardless.
Which beaches are safest for a restricted breed?
The strict leash-only ones, not the off-leash ones. A leash-required beach already demands what the law demands, so the muzzle is the only extra condition — the opposite of what most owners assume.
Can a restricted breed swim at a UAE dog beach?
Not safely while muzzled. Muzzles restrict the mouth opening a dog needs to pant and breathe hard, so beaches that allow swimming are effectively closed to a restricted breed even where the beach itself permits it for other dogs.
