The rule across Dubai
Dubai law prohibits bringing dogs onto beaches at all, and this is codified rather than reported. Article (80) of Local Order No. (11) of 2003 Concerning Public Health and Community Safety states: "It is prohibited to bring dogs into beaches and public parks. Dogs must also be on a collar and leash when walked in any Public Place." The order was issued on 19 October 2003 and we have confirmed it is still in force. That is stricter than the leash-only rule most guides describe, including the one this site published until 29 August 2026.

Where the official sources disagree: Two government-published positions do not agree, and we are not able to reconcile them from public sources. Article (80) prohibits dogs on beaches. Visit Dubai, the government tourism body, describes Dubai Islands Beach as "the city's first fully pet-friendly beach, allowing owners to bring their dogs along for a scenic jog or swim", and its operator refers to a "designated off-leash beach area". A designation power may exist that is not published, or the 2003 order may not be enforced at designated sites. We have not found a document that says either, so we publish both and say so.
On fines: There is no published fine for taking a dog to a beach or walking one off-leash in Dubai. The general penalty in Article (86) of the same order is "a fine of not less than one hundred dirhams (AED 100.00) and not more than five hundred thousand dirhams (AED 500,000.00)", doubled on repetition within a year. The current fines schedule, Executive Council Resolution No. (14) of 2015, contains one pet entry only: failure to remove pet waste from a public place, AED 500. Figures of AED 5,000 and AED 10,000 circulate widely in UAE dog guides; the AED 5,000 figure is Abu Dhabi's, not Dubai's.

What applies at any Dubai beach
Three rules hold wherever you take a dog in the UAE, whatever an individual beach permits.
Breed restrictions are federal. Under Federal Law No. 22 of 2016 several breeds are classed as dangerous animals nationwide, including pit bull types, Rottweilers, Doberman Pinschers and Boxers. No individual beach in Dubai can waive that, and a beach describing itself as dog-friendly is not making a statement about your breed.
Assume a leash. Where we cannot confirm a beach’s own rule, the safe default is a lead, and it is what every unconfirmed page on this site tells you to do. A confirmed off-leash beach is the exception rather than the norm.
The season decides more than the beach does. The UAE beach season runs October to April. Outside it, sunrise or after sunset only, and the sand is the hazard rather than the air — press the back of your hand to it for five seconds before letting a dog walk on it.

The rest are gated, resort or private stretches — several charge per dog as well as per person, and one charges AED 75 for the dog alone, so "beach" and "free" do not travel together in this emirate.
