The catch nobody mentions: The rule is set per emirate, not nationally. Abu Dhabi prohibits pets on its municipal public beaches outright, while other emirates publish official pet-friendly lists — so the answer that matters is the one for the beach you are driving to, not the country.

What the label means
What counts as a dog-friendly beach in the UAE
Three different things get published under one label, and they carry very different risks on the day. An officially designated beach is one where a municipality or operator has stated that dogs belong there; rules are posted on site and there is somebody to ask. A tolerated beach is public coastline where dogs are accepted but never formally invited — tolerance is what keeps it accessible, and it can end without notice. A prohibited beach is one where an emirate-level rule bans pets, which no member of staff on the day can waive.
Allowing dogs on the sand and allowing them in the water are also two separate permissions, granted separately, and a beach permitting one does not imply the other. Every page on this site states which of these applies, and what the answer rests on.

The rules that apply at every UAE beach
Three things are true wherever you take a dog in the UAE, whatever the individual beach permits.
UAE banned dog breeds
Federal Law No. 22 of 2016 classes several breeds as dangerous animals nationwide, including pit bull types, Rottweilers, Dobermans and Boxers.
UAE leash law and fines
Article (80) of Dubai's Local Order No. (11) of 2003 requires a collar and leash in any public place, and prohibits bringing dogs onto beaches and into public parks. Assume a leash is mandatory.
Hot sand and paw safety
The beach season runs October to April. Outside it, sand can burn paw pads within seconds — go at sunrise or after sunset only.

Are dogs allowed on public beaches in the UAE?
It depends on the emirate, and that is the single most expensive assumption a dog owner can get wrong. Some emirates publish official pet-friendly beach lists, while Abu Dhabi prohibits pets on its municipal public beaches outright. We document 40 beaches across all 7 emirates: dogs are permitted at 37 of them and banned outright at 3. We state the rule for each beach separately rather than giving a single national answer.
Which UAE beaches let dogs swim?
6 of the 40 beaches we document have a confirmed report that dogs may enter the water. Swimming is the field sources most often leave unstated, so where nobody has confirmed it we mark it open rather than assuming a beach that allows dogs also allows them in the sea — the two are separate permissions.
Are there officially designated dog beaches in the UAE?
7 of the 40 beaches on this site are officially designated, meaning a municipality or operator has stated that dogs belong there. The rest are tolerated rather than invited, which is a different thing: tolerance can end without notice and there is nobody to appeal to when it does.
Do dogs have to be kept on a leash at UAE beaches?
Assume yes. Only 1 of 40 beaches have a confirmed off-leash report, and dogs must be on a collar and leash in any public place in Dubai under Article (80) of Local Order No. (11) of 2003. Several guides list far more off-leash beaches than we can substantiate, which is why we publish the count we can stand behind.
Are UAE dog beaches free to enter?
19 of the 40 beaches we document have a confirmed free entry. The paid ones are generally resort or private beaches charging per dog as well as per person, and the fee is listed on each beach page where an operator has stated it.
Which dog breeds are banned in the UAE?
Under Federal Law No. 22 of 2016 several breeds are classed as dangerous animals nationwide, including pit bull types, Rottweilers, Doberman Pinschers and Boxers. The restriction applies everywhere in the country, not just at the beach, and it applies regardless of what any individual beach permits.
How many of these beaches have you verified?
8 of 40. A beach is marked verified only when its dog policy is confirmed by an official or operator source, or by two independent dated reports that agree. Everything else states what our sources say and shows what each claim rests on, rather than presenting it as settled.

Operator statements, municipality lists and official tourism pages rank above blogs. Where a claim rests only on a community post, the card says so. Nothing is aggregated into a star rating we cannot back up.
Every page carries a date
UAE beach rules change without notice, and a guide with no date is a guess. You will find Last verified: 23 August 2026 at the top of every beach page, and a public corrections log for anything we got wrong.

What we publish: Unsettled. Four sources beat one, and the Dubai emirate rule points the same way — but none of them is the operator, so we will not state it as fact. Walk your dog on the sand and assume the water is off limits until the signage says otherwise.
